Investigator Chuck Thomas brings over three decades of law enforcement expertise, with a primary focus on governmental entities, to his role at Norman A. Traub Associates. Retiring from the Huntington Beach Police Department in 2012, he boasts a diverse career that includes serving as Interim Administrative Services Division Manager for the Huntington Beach Police Department and Interim Deputy Chief of Police for the Westminster Police Department. During his tenure, Investigator Thomas commanded all major divisions of the Police Department, accumulating experience as a Patrol Officer, Detective, Sergeant, Lieutenant, and Captain. His responsibilities included overseeing personnel investigations and serving as the Acting Deputy City Administrator for the City of Huntington Beach.

Investigator Thomas holds a Bachelor of Arts Degree in Management from Redlands University and is a graduate of prestigious programs such as the FBI National Academy, the California POST Command College, and the IACP’s "Leadership in Police Organizations." With a commitment to continuous learning, he has completed over 1000 hours of specialized training. Beyond his investigative role, Thomas is an advocate for ethics and leadership training, having contributed to the development of a research and resource institute for these principles at a Southern California community college. His affiliations with the FBI National Academy Associates and the California Peace Officers’ Association, coupled with his prior teaching engagements, underscore his dedication to advancing professionalism and ethical standards within law enforcement.
