GOVERNMENT EXPERIENCE: Ms. Blaylock is a licensed California Attorney who has represented cities, counties and school districts regarding personnel issues. She has conducted administrative investigations, prosecuted disciplinary actions and appeals, and provided civil litigation defense in both state and federal courts.
She has been retained as the City Prosecutor for several governmental agencies.
In addition, Ms. Blaylock has drafted policy and procedures manuals and has conducted numerous complex internal investigations of alleged employee misconduct, discrimination and sexual harassment. Prior to becoming an attorney, Ms. Blaylock worked for Pomona, Laguna Beach and Irvine Police Departments and managed civilian employees in the records and communications functions. She specializes in workplace misconduct investigations.
EDUCATION:
Ms. Blaylock received a B.S. Degree from California State Polytechnic University in Pomona and her Jurist Doctor from Western State Law School. She has been a member of the California State Bar for 16 years.
RELATED EXPERIENCE: Ms. Blaylock has been an instructor for the California Commission on Peace Officers Standards and Training class on “Women in Policing” and has taught the legal update segments of POST’s “Role of the Chief” seminar and Middle Management certification program.
