

As a private investigator, Ed has conducted over 250 administrative and personnel investigations and specializes in internal affairs investigations for public safety agencies. Ed is well versed in the Public Safety Officers and Firefighters Procedural Bill of Rights Acts and other laws pertaining to administrative investigations.
GOVERNMENT EXPERIENCE: Ed is retired from the Huntington Beach Police Department with thirty-two years of law enforcement experience. He has experience in all major units of the police department and served as a patrol officer, detective, sergeant, lieutenant and captain. He was a captain for ten years during which time he commanded the Investigation, Uniform, and Administration Divisions. His last assignment was as Investigation Division Commander where he was responsible for the management and coordination of all criminal investigations. As Administration Division Commander, his responsibilities included the management of the Professional Standards Unit (Internal Affairs Unit). Ed personally investigated and/or supervised hundreds of personnel investigations, developed an Early Warning System and complaint-tracking database, and coordinated an extensive operational review of the department’s internal affairs and workplace harassment policies and procedures. He has served in several leadership positions with the California Peace Officers’ Association, including Chair of the State-wide Standards and Ethics Committee.
EDUCATION: Ed earned a Master of Science Degree in Management from the California Polytechnic University at Pomona, a Bachelor of Arts Degree from Redlands University in Management and an Associate of Science Degree in Police Science from Rio Hondo Community College. He is a graduate of the F.B.I. National Academy, the California POST Command College, the POST Executive Development Course and the Josephson Institute of Ethics.
PUBLICATIONS/PRESENTATIONS: Ed has authored several articles on leadership and ethical issues in law enforcement and has made over 100 ethics/leadership presentations for POST, law enforcement agencies and training academies and other professional organizations.
