GOVERNMENT EXPERIENCE: Mr. Blaylock served with the Irvine and Costa Mesa Police Departments for thirty-five years, with experience in all major units of the police department, including criminal and internal investigations. He is an experienced investigator, having personally investigated numerous homicides cases. He retired as a Police Commander, after spending twenty-eight years in upper management overseeing the Patrol, Investigative and Administrative
Divisions. As the Investigative Commander, he was responsible for the management and coordination of all criminal investigations. He established and managed Irvine Police Department’s Internal Affairs Unit, as well as the Criminal Intelligence Unit. In his capacity as the Administrative Commander, he established a Civil Litigation and Risk Management Unit to limit agency liability exposure, particularly in the area of workplace discrimination. He specializes in internal affairs investigations.

AA Degree from Fullerton College
B.S. Degree from Pepperdine University
Masters Degree in Public Administration from University of Southern California.
RELATED EXPERIENCE: Mr. Blaylock is a licensed private investigator
and an instructor for the California Commission on Peace Officers
Standards and Training in the subject of Management and Investigation
of Hostile Work Environment, Discrimination Complaints and Sexual
Harassment. He is also a certified expert witness.
He provides consultation for various law firms in the area personnel practices. He provides expert testimony in behalf of clientele.
