 GOVERNMENT EXPERIENCE:

Ms. Leiter is a licensed California attorney.  As the Sr. Asst. City Attorney for the City of Orange, she represented the City on a wide range matters, including prosecutions, general civil litigation and was appointed lead negotiator for the City's labor relations.  She was responsible for a broad variety of personnel matters, including defense of alleged police misconduct and employee sexual harassment, as well as representation of city departments in the grievance hearing process.  Her work also included training:  departmental procedures to assist in returning injured employees back to work and awareness classes on discrimination and harassment. 

Ms. Leiter was promoted to the City Manager's Office, where she later became the Asst. City Manager.   She remained the lead labor negotiator and also became the Department Head for all of the City's administrative services.  

Finally, Ms Leiter accepted the position of City Manager in the Brisbane, California, where she worked for 15 years until her retirement.  She continued her active involvement in personnel issues, as well as acting as a Hearing Officer for code violations, grievances and disciplinary matters.   

INVESTIGATION EXPERIENCE: 

Ms. Leiter's career has encompassed numerous investigations of complaints and litigation.  She has conducted fact-findings, deposed both personnel and citizen witnesses and represented cities in both administrative and legal matters.  

RELATED INFORMATION:

In addition to her law degree, Ms Leiter holds an undergraduate degree in history and philosophy from the University of California.  Ms Leiter worked with the Peninsula Dispute Resolution Center, where she was active in citywide planning processes and neighborhood disputes.  Ms. Leiter has been published twice; her articles focused on creating public processes and environmental review.  She was appointed to the County of San Mateo Arts Commission, served as liaison to the San Mateo County Children Initiative Project and was a Board member of the San Francisco Arts Education Project.
