Professional experience

Mr. Avery, a distinguished law enforcement professional, retired as the Assistant Police Chief of the Ventura Police Department following a stellar 30-year career.

His leadership encompassed a broad spectrum of responsibilities, including oversight of critical units such as Field Training, SWAT, Patrol Operations, and Arrest and Control instruction. As a seasoned manager, Mr. Avery played a pivotal role in Internal Affairs and Training, Criminal Investigations, and various non-sworn divisions. His tenure as Assistant Chief involved comprehensive management of Criminal Investigations, Internal Affairs (covering internal and citizen complaint investigations), selection and recruitment, training, workers compensation, use of force investigations, business services, department policy, and claims against the department. Beyond his administrative prowess, Mr. Avery held key roles representing the department in legal matters, including liaison responsibilities with outside legal counsel, Workers Compensation Appeals Board, and third-party administration of workers compensation.

In addition to his illustrious career in law enforcement, Mr. Avery is a dedicated educator and contributor to the professional development of the next generation. Holding a Bachelor’s Degree from California State University, Northridge, and certifications from the California Commission on Peace Officer Standards and Training (P.O.S.T), he has also completed management and internal affairs programs from California State University, Long Beach, and received specialized training in P.O.S.T Background Investigations. As an Adjunct Professor of Criminal Justice at Ventura College, Mr. Avery imparts his wealth of knowledge and experience. Moreover, he extends his impact by providing Team Building Training to law enforcement agencies in California, teaching leadership in P.O.S.T programs, and maintaining an active role as an Associate Member of the California Police Chief Association. Mr. Avery's multifaceted contributions underscore not only his exceptional career in law enforcement but also his commitment to shaping the future of the profession through education and mentorship.
