Mr. Avery retired from the Ventura Police Department as Assistant Police Chief.
During his 30-year career, Mr. Avery supervised all aspects of Law Enforcement including the Field Training program, Special Weapons and Tactics, Patrol Operations and Arrest and Control instruction. As a manager, Mr. Avery oversaw Internal Affairs and Training, Criminal Investigations and department non-sworn divisions.
As an Assistant Chief, Mr. Avery managed Criminal Investigations, Internal Affairs that included internal and citizen complaint investigations, selection and recruitment, training, workers compensation, use of force investigations, business services, department policy, and claims against the department. Mr. Avery was the department representative for outside legal counsel, Workers Compensation Appels Board and third party administration of workers compensation.
During his career, Mr. Avery gained extensive experience in Administrative Operations of municipal policing. He conducted and managed complex internal investigations, complaints against department employees, use of force and deadly force investigations, background investigations, workers compensation investigations, audits of department performance, employee misconduct and discipline.

Mr. Avery is an Adjunct Professor of Criminal Justice at Ventura College. He provides Team Building Training to law enforcement agencies in California, taught leadership in P.O.S.T. programs and is an Associate Member of California Police Chief Association.
