Mr. Junginger boasts an impressive 38-year career in law enforcement, culminating in his retirement as the Chief of Police in Gresham, Oregon, in 2016.

During his tenure, he successfully managed a substantial department of 161 employees, oversaw a budget of $28 million, and served a thriving community of 110,000 residents. His leadership extended beyond Gresham, as an active member of the Oregon Association of Chiefs of Police, where he chaired committees, conducted department assessments, and handled personnel investigations. With 25 years of prior service at the Huntington Beach Police Department, Mr. Junginger demonstrated versatility by holding various roles, including patrol officer, sergeant, lieutenant, and captain. As a captain, he commanded the Administrative Services Division, providing oversight for personnel, human resources, and the Professional Standards Unit. Notably, he personally conducted and supervised numerous personnel investigations and acquired extensive training in managing complex criminal, civil, and personnel cases.

In addition to his remarkable law enforcement career, Mr. Junginger is an accomplished academic, holding a Master of Science degree from California State University, Long Beach, a Bachelor of Science degree from the University of La Verne, and an Associate of Arts degree from East Los Angeles Community College. His commitment to professional development is further evidenced by his graduation from the F.B.I. National Academy, California Post Command College, and the Oregon Executive Leadership Institute. Beyond his official duties, Mr. Junginger is a licensed California Private Investigator, an esteemed member of associations like F.B.I. National Academy Associates, International Association Chiefs of Police, California Peace Officers Association, and Oregon Association of Chiefs of Police. He extends his knowledge and experience as an adjunct instructor at both Mt. Hood Community College and Golden West Community College, embodying a commitment to education and sharing insights gained throughout his illustrious career.
