Professional experience
Mr. Whitmer is an honorably retired law enforcement manager with over 30 years of experience, including more than two decades with the Oxnard Police Department, where he most recently served as Commander of the Special Operations Division.
Mr. Whitmer held leadership positions across patrol operations, criminal investigations, internal affairs, and specialized enforcement. He managed key teams such as SWAT, K9, and Hostage Negotiations, overseeing more than 75 personnel and a multimillion-dollar budget.
Mr. Whitmer served as the department’s subject-matter expert on use of force, responsible for reviewing all use-of-force incidents and identifying policy, training, and risk-management needs. He played a key role in developing and revising departmental policies related to use of force, tactical operations, and training standards.
As an Internal Affairs Sergeant, Mr. Whitmer led investigations into personnel matters, citizen complaints, misconduct, and critical incidents, including officer-involved shootings. He analyzed findings, identified trends, and reported to leadership to ensure compliance with policy and legal standards.
Mr. Whitmer has experience in employment matters, representing the department in arbitration and personnel actions. He has reviewed policies, evaluated performance, and advised on reducing liability and improving operations.
Mr. Whitmer holds a Master of Arts in Organizational Leadership and a Bachelor of Arts in Business Management. He has completed advanced training in internal affairs investigations, officer-involved shooting investigations, use-of-force analysis, and law enforcement auditing.
