PROFESSIONAL EXPERIENCE:
Mark Franke is a law enforcement veteran who retired as a commander after 30 years of service at the Ventura County Sheriff's Office. Mr. Franke is known for his integrity, operational excellence, and dedication to community engagement and professional development across multiple divisions, including patrol, detention, training, and internal affairs.
As Commander, Mr. Franke oversaw a custody facility that included medical and mental health treatment for incarcerated individuals, managed a multimillion-dollar budget, and led policy development and training initiatives. Mr. Franke oversaw the Tactical Response Team.
As Captain, Mr. Franke directed the Ventura County Criminal Justice Training Center, overseeing California POST basic academy peace officer training for peace officers from Ventura, Santa Barbara, and Los Angeles counties and POST in-service training for Law Enforcement personnel.
With experience as a Patrol Watch Commander and incident commander for critical situations, Mr. Franke was integral to agency training and tactical readiness.
During his tenure, Mr. Franke worked in Internal Affairs, investigating citizen complaints. employee misconduct, and use-of-force incidents. Mr. Franke was a POST academy evaluator, and held various instructor certifications, including Emergency Vehicle Operations and Taser.
Early in his career, he founded the El Rio Police Activities League, focused on youth engagement.
Mr. Franke holds a Master of Science in Emergency Services Administration from California State University, Long Beach, and a Bachelor of Arts from UC Santa Barbara. He is also a graduate of several leadership institutes. Today, he applies his investigative and leadership expertise to offer private investigation services.
