PROFESSIONAL EXPERIENCE

Quinn Fenwick is a law enforcement professional with 37 years of experience. He began his career with the Ventura Police Department, advancing to Assistant Chief. Over 27 years at Ventura PD, Mr. Fenwick investigated and managed complex cases in the Detectives and administrative Affairs divisions for 10 years across multiple ranks. His work included officer-involved shootings and administrative police investigations.

As Assistant Police Chief, Mr. Fenwick oversaw Internal Affairs, including internal and citizen complaint investigations, workplace misconduct, use-of-force reviews, and claims against the department. He managed criminal investigations, recruitment, training, workers’ compensation, business services, and department policy. Mr. Fenwick also represented the department in legal proceedings, acting as liaison to outside legal counsel, the Workers’ Compensation Appeals Board, and third-party administrators.

After honorably retiring from the Ventura Police Department, Mr. Fenwick joined Norman A. Traub and Associates, where he specialized in conducting impartial workplace and administrative investigations for government agencies.

In 2015, he continued his investigative career as a Senior Investigator with the Los Angeles County District Attorney’s Office. Over more than nine years, he conducted high-level investigations for Branch Investigations (homicides and major cases), the Conviction Review Team, and the Justice System Integrity Unit, with a focus on officer-involved shootings, on-duty deaths, and major criminal conduct by countywide law enforcement. Mr. Fenwick has completed advanced training in workplace investigations, officer-involved shootings, use of force, the Peace Officer Procedural Bill of Rights, and Internal Affairs investigations.

Mr. Fenwick graduated from the University of California, Santa Barbara, with a bachelor’s degree in history. He holds his Advanced POST Certificate, has completed California POST Management and Executive courses, and has attended POST Command College.
